Who licenses an online casino in Azerbaijan
Nobody. The country regulates its lottery operator (Azərlotereya) and bookmaking separately, and issues no licence at all for an online casino. That is a fact rather than a position, and it has a very concrete consequence: every casino site a player in Baku can open is registered somewhere else — Curaçao, Malta, the Isle of Man, Kahnawake or Anjouan. A site advertising an «Azerbaijani licence» is describing a document that does not exist.

Which register the licence comes from
The table below compares registers, not operators. Operators come and go; a register stays at the same address and can be searched again next year. The only key you need is the licence number printed in a site footer.

Which rail the money travels on
A payment from Azerbaijan starts in AZN and leaves a trail on the bank statement: who it went to, in which currency, under which code. m10, Kapital Bank, ABB and Pasha Bank are the local rails a player can verify. What is deliberately missing
No payout speed, no ownership, no bonus terms, no «best casino» score. We cannot check any of them: bonus terms are stale the day they are published and payout speed differs per account. If we printed one number anyway, it would be the only unverifiable thing on the site — and the one readers would trust most.

Is there an Azerbaijani online casino licence?
There is no domestic licensing regime for an online casino. The lottery (Azərlotereya) and bookmaking are arranged separately; casino sites are registered abroad — Curaçao, Malta, Isle of Man, Kahnawake, Anjouan. A bill tightening sanctions passed a first reading in July 2026.
Why is there no best casino score here?
